In this November Washington update webinar, Brian and Christy from CASE discussed key trends and policy developments impacting higher education globally and in the U.S. A prominent global trend is widespread uncertainty affecting institutional decision-making amid volatile politics and financial environments. Public perception of higher education has declined, especially among U.S. Republicans, challenging the sector’s social license. Research funding remains a struggle as government investment lags behind institutional needs worldwide. International student enrollment has fallen due to caps in several countries, impacting university finances. Institutional autonomy is under pressure, with governments scrutinizing private higher education and recent U.S. federal moves attempting to influence university governance.<br /><br />Domestically, the 43-day federal government shutdown ended with bipartisan support, reopening agencies but leaving key appropriations bills unresolved. The Trump administration's controversial Higher Education Compact, which demands onerous conditions in exchange for federal funding priority, was widely rejected by institutions. New rules drastically cap graduate student federal loan eligibility beginning in July 2026, potentially pushing students toward private loans and challenging graduate education financing. Additionally, the administration continues efforts to shrink the U.S. Department of Education by shifting responsibilities to other agencies. CASE is engaged in advocacy and public perception campaigns to support higher education and offers upcoming workshops addressing tax law changes and charitable giving.
